Telegram broadcasts for business: legal, consent-based messaging

How to run Telegram broadcasts legally: opt-in, service messages, Bot API limits, list collection and common mistakes. A consent-first guide.

Short answer

Telegram broadcasts are lawful only with consent: the person must start the bot, subscribe to the channel or leave a contact with an explicit opt-in. Purchased lists and scraped users create blocking and data-protection risk.

Telegram broadcasts work only with consent: the person must start a dialogue with the bot, subscribe to the channel or leave a contact with an explicit checkbox. Purchased lists and scraping members are not marketing — they are a route to a blocked bot and data-protection complaints.

Broadcast vs channel

A channel is a public feed for subscribers. A broadcast is a targeted message to a specific person. The usual business combination is a channel for content and warming up, plus a bot for requests, reminders and service messages.

Lawful scenarios

  • Service messages. A request confirmation, appointment reminder or order status — sent because the person contacted you.
  • Opt-in subscription. The person left a contact and explicitly agreed to receive news; every message includes an unsubscribe route.
  • An existing base. If consent was collected earlier, check its wording and age. When in doubt, ask again.

How to collect a base

  1. Offer a lead magnet: a checklist, a discount or a consultation.
  2. Use a bot or form where the person leaves a contact and confirms consent.
  3. Record the date, source and exact consent wording so you can prove the basis.
  4. Offline: a QR code should lead to the bot, not to a bulk list built from business cards.

Technically: the bot and the Bot API

A Telegram bot works through the Bot API. Create it in @BotFather, get a token, and message people who started a dialogue with the bot. A bot cannot message a stranger first — that is the platform's built-in opt-in.

Broadcast hygiene

  • One message, one reason. Do not mix an announcement, an invoice and a survey.
  • Make unsubscribe visible and working from the first click.
  • Frequency: less often, but useful. Daily “reminders” quickly lead to blocks.
  • Store only the data you need and delete it on request.

Common mistakes

  • Buying a list of “warm” contacts. That is not consent.
  • Scraping members of other chats and messaging them directly — complaints and restrictions follow.
  • Mass-mentioning people in comments. That is spam, not a broadcast.
  • Ignoring unsubscribes. The platform can restrict the bot, not just one message.

Frequently asked

Can I broadcast to a purchased Telegram list?

No. A purchased list has no consent; such messages violate Telegram rules and data-protection law.

What counts as consent for a broadcast?

An explicit action: a command to the bot, a checked box, or a request that includes a contact. Record the date, source and wording.

Can a bot message someone first?

A bot can initiate a dialogue only in permitted scenarios. Bulk messaging strangers without opt-in is not lawful and leads to blocking.
